Spain to EU: Forcing debt on members will deepen crisis

Foreign minister urges bloc to give grants rather than loans to combat impact of coronavirus.

Spanish Foreign Minister Arancha González has warned fellow EU members that forcing countries to take on more debt to tackle the impact of the coronavirus will only deepen the economic damage.

In an interview with POLITICO ahead of Thursday’s videoconference of EU leaders, she also urged governments not to get caught up in old battles as they try to agree an economic recovery plan.

Earlier this week, Spain put forward a plan for an Economic Recovery Fund financed by perpetual EU debt to give grants — rather than loans — to help countries bounce back from the economic shock. While Madrid did not put a figure on the size of the proposed fund, it said most experts estimate the negative impact of the crisis on the EU at between €1 trillion and €1.5 trillion.

Other EU countries and the European Commission have floated different plans, which involve various forms of loans rather than grants. Several countries, including Germany, are also staunchly opposed to issuing joint EU debt instruments, sometimes known as corona bonds or eurobonds.

González, whose country is among those hardest-hit by the coronavirus, argued that it is in the interests of all EU members that the bloc as a whole stages a strong recovery from the crisis.

“The recovery fund should not be about increasing levels of public debt. That would only exacerbate the impact of the crisis,” González said in the telephone interview.

“That is why we are saying that the fund should consider transfers, grants to members, which we think make more sense in the specific circumstances of 2020.”

González warned against seeing the current upheaval as a re-run of the EU’s sovereign debt crisis of a decade ago. The wounds of that battle have already been reopened by some of the debate this time around, with southern European countries complaining of a lack of solidarity and northern members stressing an aversion to taking on responsibility for others’ debts.

“What we are discussing today is not moral hazard, is not prior good or bad management of the economy,” González said. “What we are discussing today is the systemic impact of a pandemic which is a global crisis on all our economies, which as a result increases our national public debt levels.”

González argued that Spain had earned the right to be trusted by its EU partners when it comes to economic policy.

“It is not as if Spain has not been doing its homework, it is not as if Spain has not been responsible in the past. We’ve been reducing our public debt, we’ve been reducing our deficit, we’ve been reforming our retirement age,” she said. “So it’s not about asking anybody to shoulder our debt, it’s about making a common investment into keeping the European market functioning.”

However, González said there was one useful parallel with the euro crisis. She noted a 2012 declaration by then European Central Bank President Mario Draghi to do “whatever it takes” to preserve the euro had huge symbolic value and González argued a strong recovery fund could have the same effect.

“What changed the game … is the moment Europe gave a signal that it was creating a shield that covered all its members. That’s what happened when Draghi said, ‘Whatever it takes.’ What’s needed today is a signal here again that we are going to create a shield that will help all EU members,” González said.

Any recovery fund would come on top of a €500 million package to combat the crisis agreed by EU finance ministers earlier this month. Many EU leaders have spoken in favor of a recovery fund but its size has yet to be agreed and there are deep divisions over how it should be paid for and how it should work.

González said Spain was open to taking on board concerns of other EU members, for example in setting limits on how money from the fund could be spent and how countries report on their spending.

She said the size of the grants from the fund should not be determined by “pre-existing criteria” such as contributions to the EU budget, but on measurements of the impact of the coronavirus on each country, such as the percentage of people affected, the increase in unemployment levels or a drop in GDP.

But she added Spain is open to discussion on these indicators. “We have not set them in stone,” she said.

Former Tottenham midfielder Jamie O’Hara has criticised Arsenal players Nicolas Pepe, Granit Xhaka, David Luiz and Alexandre Lacazette for flouting lockdown rules.

The Sun reported on Thursday that the Arsenal quartet had broken rules imposed by government over the coronavirus outbreak with Pepe ‘filmed having a kickabout with a dozen pals’.

Luiz and Xhaka had a ‘get-together on parkland’ while Lacazette was ‘snapped standing next to a car valeter cleaning his Audi on his driveway’.

A spokesperson for Arsenal told The Sun: “Thank you for bringing this to our attention. We’ll be speaking to our players.

“We were concerned so we have spoken to Nicolas who shares a house with a number of relatives who were involved in this game.

“We have reminded him of the importance of everyone following the guidelines.”

And reacting to the report, former Spurs player O’Hara called the four players “stupid” and “really immature”.

O’Hara told talkSPORT: “It’s just stupid isn’t it. Footballers are under so much scrutiny at the minute and everyone’s looking for a story because there is no content around, so anything they put up… I mean, why would you put on Instagram that you are training together and going to the park?

“It’s really immature from them, and people are still dying.

“You can see the papers are just crying out for a story now, and if you are going to give them one it WILL be used – and it’s going to be everywhere.

“These guys have got beautiful homes and they are on a lot of money; just train at home! You don’t need to see your mate in a park in a field.

“You’re not in an apartment! I guarantee these boys aren’t in an apartment with a balcony, they have big gardens and a nice bit of land.

“Just stay home and stay safe! That’s the whole point of this.

“Keep the pressure off the NHS!

“They are just flouting the rules and it’s immature of them.”

‘The rumours are true’ – Arsenal close in on £44m midfielder

Premier League side Arsenal are close to signing Atletico Madrid midfielder Thomas Partey, according to the player’s father.

The Ghana international reportedly has a €50m (£44m) release clause in his contract at Atletico with Corriere dello Sport recently claiming Arsenal have ‘€50m on the table’.

Partey has been consistently linked with a move to the Emirates Stadium over the last year or so and it now seems that the Gunners are stepping up their interest.

Partey’s father, Jacob Partey, claims that “the rumours are true” and that Arsenal are closing in on signing his son.

“I called my son after hearing the rumours, and he told me the rumours are true,” Partey’s father told Entsie Tru FM (via Sport Witness)

“He told me they’re having talks between him and Arsenal. Everything depends on the offer Atletico are demanding. What they are discussing now is how Atlético will release him.

“If he goes to Arsenal, they have a lot of supporters in Ghana. I’ll be happy if he decides to move to Arsenal.”

While he has presided over a side that has enjoyed almost unprecedented levels of dominance in recent months, Klopp insists Liverpool can get even better.

“This team is not a finished article,” Klopp told Sky Sports. “It’s not done yet, we have a lot of space for improvement yet.

“There is fresh blood internally coming up. We can mix things through. We can improve it with this team which is really great.”

Former Liverpool striker Ian Rush feels Klopp’s men deserve recognition for their achievement this season.

“Liverpool have got a great history but this group of players have broken all records,” said Rush. “They do need to be recognised, the standards they have set.

Insider claims Man Utd target Kane has £200m agreement with Levy

Man Utd target Harry Kane has a “one-year notice agreement” with Daniel Levy to allow him to leave Tottenham, according to Bleacher Report football insider Dean Jones.

Kane faces an uncertain future in north London after insisting he won’t stay at Tottenham “for the sake of it”.

Spurs are apparently ‘furious’ and ‘exasperated’ with the striker, leading to suggestions that they could sanction a world-record move to Manchester United.

And when Bleacher Report‘s football insider Jones was asked what would happen to Kane this summer, he replied: “Tottenham chairman Levy does not want to sell Kane to another Prem club ideally, especially now with the chances him getting 200M pounds is not going to happen in this climate.

“For the first time, Kane is definitely thinking about leaving Spurs and I’m told he has a one-year notice agreement with Levy to make that happen. Spurs would waive it if he leaves for a club abroad…Real Madrid basically…but as it stands nobody can afford Harry Kane. So he’ll have to see out through the year with Spurs.”

On where Man Utd-linked Jadon Sancho will play his football next season, Jones added: “As it stands, If I were to choose a club tomorrow it would be United. They can pay him best.

“They are selling the deal based on heritage and tradition giving him the No. 7 shirt and turn him into the poster boy. The big drawback is whether or not United are playing CL football next season. If he had a choice right now, it would be United.

“Rashford is happy for Sancho to join…Utd dream of a front three of Martial Sancho and Rashford that would be one of the best front threes in the world.

“Having a dig at City would be an added bonus.”

Boy, 7, Pedals Down Busy Highway To Save Dad; Teacher Finds Him

PELZER, SC — Until South Carolina elementary teacher Keller Sutherland saw him dodging cars as he frantically pedaled down a busy highway, almost everything had gone wrong in 7-year-old Cameron Simoncic’s heroic attempts to get medical help for his father, who was unconscious on the kitchen floor.

The second-grader came home from school Wednesday to find his father in a diabetic shock. Cameron tried to call 911 on his father’s cellphone, but it was locked and he didn’t have the access code. He ran to a neighbor’s house, but no one was home.

There was nothing for Cameron to do but jump on his bicycle and ride to his grandmother’s house.

That’s when Sutherland saw him. She didn’t recognize him as a student in last year’s first-grade class at Ellen Woodside Elementary School in Pelzer. She just knew a child that young shouldn’t be riding his bicycle on the highway.

“I just told my husband, I said, ‘There’s a small child on his bicycle riding down the road. I’m not sure what’s going on, but I feel like I need to just turn around and see what’s going on,'” Sutherland told news station WSPA.

As they got closer, she recognized Cameron from her class last year. He explained what had happened, and Sutherland kept the boy calm while a couple of other passersby called 911.

Paramedics revived Cameron’s father, and everything ended well.

Sutherland, who told WSPA she has sometimes questioned her choice to become a teacher, said that after the incident, “there’s no doubt that God placed me where he did when he needed me.”

Rapper 21 Savage: U.S. Immigration Enforcement Policy Is 'Broken'

NEW YORK — Atlanta Rapper 21 Savage appeared on ABC’S “Good Morning America” on Friday and spoke about his week-long detention by U.S. immigration officials in south Georgia on charges that he had overstayed his visa. The rapper, whose birth name is She’yaa Bin Abraham-Joseph, is a citizen of the United Kingdom. He was arrested Feb. 3 and was released this past Wednesday on $100,000 bond from the Irwin County Detention Center.

“I don’t think the policy is broken,” 21 Savage said Friday morning. “I feel like the way they enforce the policy is broken … I have been here 20 years, 19 years. This is all I know … I don’t feel like you should be arrested and put in a place where a murderer would be for just being in the country for too long.”

The rapper’s appearance came hours before President Donald Trump committed $8 billion on border barriers during a Rose Garden news conference moments after he signed an order declaring a national emergency over what he considers a national and humanitarian crisis at the U.S.-Mexico border. The president’s action is certain to be immediately met by court challenges, but Trump expressed confidence he will prevail.

The emergency declaration allows Trump to bypass Congress to spend more money to erect barriers on the U.S.-Mexico border. Trump said using his emergency powers protects the country against drug dealers and illegal immigrants.

Using his executive authority allows Trump to tap other sources to get to the total of $8 billion, inlcuding accounts in the Treasury and Defense departments. Money previously earmarked for disaster relief in hurricane-ravaged Texas and Puerto Rico won’t be tapped, Trump said.

Acting White House chief of staff Mick Mulvaney says Trump will tap various other sources of money beyond the nearly $1.4 billion in a government funding bill that Congress passed. Trump said he plans to sign the bill.

Lightning Strikes 1,500 Times In 5 Minutes Above SoCal: Video


LOS ANGELES, CA — Southern California was treated to a spectacular display courtesy of mother nature Tuesday night as lightning ripped through sky at a breathtaking pace — striking 1,489 times off the coast in just five minutes, according to the National Weather Service.

Normally, in a good storm you might expect to see 200 or fewer pulses of lightning, said National Weather Service Meteorologist Casey Oswant. A lightning pulse happens when lightning strikes in the clouds but doesn’t reach the ground, explained Oswant. It looks kind of like someone turning the lights on and off in the cloud.

What made this lightning storm so spectacular?

“We have an atmospheric river making its way through and hitting California, and that is providing a lot of moisture into the atmosphere,” Oswant said.

The atmospheric river combined with an upper level disturbance that lifted the clouds high into the atmosphere so that the top of the clouds had ice particles and the bottom had liquid, made conditions ripe for lightning, explained Oswant.

While most of the lightning struck off the coast, hundreds of lightning pulses were recorded over the Santa Barbara-Los Angeles county region. A Delta jet was even struck by lightning during Tuesday night’s storm, forcing the pilot to turn back and land.

Weather service officials warned residents to resist the urge to go outside and look at the lightning because it can strike several miles outside the core of the storm.

While parts of Los Angeles saw three-quarters to an inch of rain over the last 24 hours, the lightning display has largely passes, said Oswant.

Du cacao pour lutter contre la mémoire qui flanche ?

Un régime riche en flavanols de cacao, des substances naturelles présentes dans les fèves de cacao, pourrait freiner le déclin cognitif lié à l’âge, selon une étude publiée dimanche dans la revue britannique Nature Neuroscience.

Consommés en grande quantité, les flavanols contenus dans les fèves de cacao auraient des effets bénéfiques sur la mémoire.

Le vieillissement s’accompagne généralement d’une plus grande difficulté à apprendre ou à se souvenir de certains noms ou endroits. Ce déclin graduel de la mémoire débute à l’âge adulte mais n’est pas perceptible avant l’âge de 50 ou 60 ans. Et selon une étude américaine, cet processus pourrait être endigué grâce aux flavanols de cacao. Les flavanols sont un sous-groupe des

flavonoïdes, des

antioxydants que l’on trouve dans le cacao, mais aussi dans le

thé, le

raisin et de nombreux autres fruits et légumes.Extraire les flavanols de cacaoPour étudier l’impact des flavanols de cacao, des chercheurs de l’université de Columbia (USA) ont testé 37 volontaires âgés de 50 à 69 ans.  Ces volontaires ont été répartis en deux groupes : pendant trois mois, ils ont reçu quotidiennement des boissons contenant soit une dose très importante de flavanols (900 mg), soit une très faible dose (10 mg).Les boissons étaient préparées par un fabricant américain de barres chocolatées qui dispose d’une technique pour extraire les flavanols du cacao et qui a partiellement financé la recherche.Une meilleure capacité de mémorisation
A l’issue des trois mois, les chercheurs ont observé un zone bien particulière du cerveau des participants, le gyrus denté, une partie clé de l’hippocampe impliquée dans la mémorisation des participants et dont les performances diminuent avec l’âge. Résultat, les participants du premier groupe (ayant consommé beaucoup de flavonols) présentaient une augmentation sensible du volume sanguin dans le gyrus denté, indiquant une activité plus forte de cette zone. 
Soumis ensuite à un exercice de reconnaissance des formes d’une durée de 20 minutes, les volontaires du premier groupe ont  montré une meilleure capacité de mémorisation.“Au bout de trois mois, un participant, qui avait la mémoire d’un sexagénaire au début de l’étude, retrouvait celle typique d’une personnes de 30 à 40 ans“, note Scott Small, le principal auteur de l’étude.Peu de flavanols dans le chocolatMais il souligne que ces résultats préliminaires devront être confirmés par de nouvelles études, portant sur un plus grand nombre de personnes. Il indique également qu’il ne faut pas en tirer comme conclusion qu’il suffirait de manger plus de chocolat, dans la mesure ou “la quantité de flavanols trouvée dans le chocolat est minuscule par comparaison à celle consommée“ par les volontaires de l’étude.Une autre étude menée par des chercheurs australiens avec le soutien d’un autre fabricant de chocolat, avait déjà montré en 2012 que les flavanols de cacao pouvaient augmenter les performances du cerveau. Hépatite C : qui va pouvoir bénéficier des nouveaux traitements ?

Le prix exorbitant des nouveaux antiviraux très efficaces contre le virus de l’hépatite C continue de faire de vagues car il entrave l’accès aux soins et la guérison pour tous. Une injustice pour les associations des patients qui continuent de demander plus de transparence dans la fixation des prix, des mesures pour réduire le coût pour la société des médicaments innovants et l’application des recommandations du rapport Dhumeaux.

Les nouveaux médicaments sont très efficaces contre le VHC mais sont-ils trop chers ?

Le débat concernant l’accessibilité aux nouveaux antiviraux d’action directe (AAD) contre le virus de l’

hépatite C (VHC) continue. Un colloque organisé au ministère de la Santé le 3 novembre 2014 organisé par un collectif d’associations de patients a réuni des professionnels de santé, des responsables de la Haute autorité de santé (HAS), et des acteurs impliqués dans la fixation des prix des médicaments pour discuter de cet épineux problème. Au-delà du coût, des différences entre les recommandations émises par les experts et les sociétés savantes, et celles de la HAS, ont été soulignées. Nous vous présentons ici quelques points des discussions et les demandes formulées par les associations des patients.Des prix qui obligent à sélectionner les patients à traiterL’arrivée des nouveaux AAD contre le VHC bouleverse favorablement le pronostic des patients porteurs du VHC car ils ont une efficacité bien supérieure aux traitements classiques incluant l’

interféron, avec moins d’effets secondaires et plus de 90 % de chances de guérison.- Le premier AAD arrivé en France est le

sofosbuvir (

Sovaldi®).- Ensuite, un deuxième AAD, le daclatasvir (Daklinza®) a reçu une autorisation temporaire d’utilisation de cohorte (ATUC) ce qui a rendu possible depuis le début de l’année la prescription d’une bithérapie à base d’AAD sans interféron.- Le troisième arrivé, qui bénéficie également pour l’instant d’une ATUC est le siméprévir, indiqué en association avec les traitements classiques dont l’interféron mais qui pourra être bientôt utilisé en bithérapie avec le sofosfuvir.Chaque combinaison de médicaments a des indications spécifiques selon le phénotype viral du VHC et dans certains cas, selon le stade de gravité de la maladie. Et d’autres viendront s’y ajouter… Mais problème, les ATU sont, de l’avis des associations de patients, trop restrictives. A cette observation, le Pr Daniel Dhumeaux, hépatologue au CHU Henri-Mondor à Créteil, qui conduit des négociations avec les autorités, assure que “dans les 10 jours, nous aurons des indications élargies“.Le principal responsable de la restriction de l’accès aux AAD est financier. Pour le seul sofosbuvir, son prix s’élève à 56 000 euros pour une “cure“ de 12 semaines (prix qui double si un traitement de 24 semaines s’avère nécessaire). Et le coût de ces traitements explose lorsqu’il est associé en bithérapie. Résultat : l’accès à ces traitements doit être restreint aux cas dont l’état évolutif de la maladie nécessite un traitement immédiat ainsi qu’à des populations particulières comme les femmes avec désir de procréer ou les patients coinfectés par le

VIH. Pour les populations à risque comme les personnes détenues, les migrants, les usagers de drogues, etc., si le traitement n’est pas jugé prioritaire, il est recommandé de les traiter car il s’agit de populations “réservoir“.  Pour les autres, on peut attendre car il n’y a pas d’urgence absolue, comme le préconisait le

rapport Dhumeaux, publié en mai 2014. Depuis, l’Association française pour l’étude du foie (AFEF) a émis des recommandations sur l’

évaluation de la sévérité de la maladie hépatique pour initier un traitement de l’hépatite C en considérant, entre autres, les recommandations du rapport Dhumeaux.Des différences dans les recommandations Le prix est donc un élément qui est mis en avant par tous qui limite l’accès à ces traitements. Mais le Pr Jean-François Delfraissy, directeur de l’ANRS (Agence nationale de recherche sur le sida), préfère parler d’une “juste prescription pour avancer en suivant les recommandations du rapport Dhumeaux et de l’AFEF“.Cependant, il existe des différences dans les recommandations : si celles du rapport Dhumeaux et de l’AFEF sont plus larges et raisonnables, la HAS ne les suit pas tout à fait car l’indication de traiter les populations “réservoir“ ne rentre pas dans les recommandations des autorités de santé. Autrement dit, “elles sont plus restrictives et manquent de transparence“ selon Pascal Melin de l’association SOS hépatites. Mais la HAS, par la voie de Catherine Rumeau-Pichon, adjointe au directeur de l’évaluation médicale économique de la santé publique défend la position des autorités : “nos méthodes et nos panels d’experts pour l’émission de recommandations diffèrent de celles des sociétés savantes et nous prenons en compte d’autres paramètres“. Argument irrecevable pour Marianne L’Hénaf de l’associatif ARCAT, TRT-5, CHV, qui demande “l’application immédiate des recommandations du rapport d’experts Dhumeaux“.A ce propos, le Pr Victor de Lédinghen, Chef du Service d’Hépato-Gastroentérologie et d’Oncologie digestive au CHU de Bordeaux, responsable du Centre Expert Hépatites Virales Aquitaine et secrétaire de l’AFEF, déclare que l’AFEF a adressé en octobre une demande à la HAS pour réactualiser ses recommandations en tenant compte celles de l’AFEF et du rapport Dhumeaux. Il a même formulé le souhait que l’AFEF (qui réunit l’ensemble des spécialistes hépatologues Français) puisse bénéficier du label HAS. A ces demandes, Catherine Rumeau-Pichon a répondu que les recommandations seront “vraisemblablement actualisées en 2015“ et, pour ce qui est du label, la réponse est restée évasive.Malgré tout, la majorité des patients traités sans interféron en 2014Ajoutant une fois de plus une note d’optimisme, le Pr Victor de Lédinghen a déclaré que, malgré tout, “la bonne nouvelle est que dans notre service, pratiquement aucun traitement avec interféron n’a été prescrit depuis le début de l’année 2014“. Et d’ajouter : “notre souhait est que partout en France, tous les malades puissent avoir accès aux mêmes traitements sans interféron“. Le Pr de Lédinghen a également plaidé pour une poursuite des ATUC et pour la mise en place d’autres programmes pour tous les nouveaux AAD, avec une évaluation scientifique permanente.
