Du diesel vert, fabriqué à partir de colza, de tournesol, et surtout d’huile de palme importée d’Asie. Même si Total s’est engagé à limiter ses importations à 300 000 tonnes par an, les associations environnementales sont vent debout.275 millions d’euros d’investissement“On va transformer en carburant de l’huile de palme, c’est-à-dire le résultat d’une déforestation massive dans des pays tels que la Malaisie, l’Indonésie, ou l’Amérique du Sud”, explique Stéphane Coppey, de l’association France Nature Environnement. Malgré la polémique, Total a investi 275 millions d’euros pour transformer la raffinerie de La Mède, lourdement déficitaire. En plus des biocarburants, le site accueille une ferme solaire et un centre de formation. EU leaders to hold emergency meeting in response to developments in north Africa.
The leaders of the European Union’s member states are to hold an emergency meeting in Brussels next week to discuss developments in Libya and north Africa, as France, the UK and Italy lead calls for a swift revision of the EU’s policy towards the southern Mediterranean.
The emergency summit will take place on Friday 11 March. Announcing the additional meeting, “in the light of developments in our southern neighbourhood, and Libya in particular”, Herman Van Rompuy, the president of the European Council, said that he would make proposals “on the strategic lines of the EU’s reaction”.
The summit would, he said, consider reports from Catherine Ashton, the EU’s foreign policy chief, on support for “the transition and transformation processes” and (jointly with the European Commission) on how EU spending programmes might be adapted to help the north African countries.
Italy, fearing massive flows of immigrants, has been calling for a special EU summit to discuss north Africa since 14 February and, even though the fate of Libya is still unclear, France and the UK are both pressing for urgent and substantial changes to the EU’s approach to the southern Mediterranean.
Stefano Stefani, the chairman of the foreign affairs committee of the Italian national parliament, said yesterday that he very much appreciated Van Rompuy’s decision to call the extraordinary summit.
Speaking in Brussels last night, Nick Clegg, the UK’s deputy prime minister, said that the EU had to look at how it would provide the people of north Africa with greater economic opportunity.
The work of the European Investment Bank, the Union for the Mediterranean and the European Neighbourhood Policy should all be reviewed, he said.
“The existing policies, the existing institutional configurations and the existing approach needs to be revamped from top to toe,” Clegg said. “I think there is no sense of thinking somehow we can carry on with business as usual.”
Alain Juppé, who was appointed as France’s foreign minister on Sunday (27 February), told the French national assembly yesterday (2 March) that the French government would be relaunching the Union for the Mediterranean “with the support of all the countries of the European Union”.
But some diplomats in Brussels were warning that a summit might raise unrealistic expectations. “Once you have a summit, people want something to come out of it,” one said.
José Manuel Barroso, the European Commission president, yesterday urged an end to Muammar Qaddafi’s regime. “It’s time for him to go and to give Libya back to its people,” he said.
But the EU is showing little appetite for direct intervention. The British Prime Minister David Cameron had called on Monday for a no-fly zone but appeared to back-pedal on the idea on Tuesday. Alex Stubb, Finland’s foreign minister, said that the summit should consider “a possible military intervention based on a United Nations Security Council resolution”. He stressed that this was “only a discussion” but that the international community “must keep all options open”.
Stubb said the summit would also have to discuss increased humanitarian aid to deal with the unfolding refugee crisis in Tunisia.
Barroso yesterday dispatched Kristalina Georgieva, the European commissioner for humanitarian aid, to the Tunisian-Libyan border. The UN’s refugee agency, UNHCR, estimates that more than 75,000 people have crossed the border to date and another 40,000 are waiting to do so. Barroso announced an increase in the Commission’s emergency aid for the refugee crisis from €3 million to €10m. He said that up to €25m might be available to deal with any influx of refugees into Europe.
Stubb said that the EU’s main interest in Libya at this point was to “control immigration” to Europe.
Ilkka Laitinen, the executive director of the EU’s border management agency, Frontex, told the European Parliament on Tuesday (1 March) that there was “no way” that Frontex would push back people in need of international protection. Laitinen warned against “overreaction, speculation and panic” about possible flows of refugees.

“I’m at a good stage, pretty much doing everything, now it’s about building up my fitness. So from my personal point of view, I’m in a good place.
“It’s such a strange situation, no-one has been in this situation before. Like anything, you have to take the positives out of it and do what you can. So far, me and the family are well, and I’ll continue to work hard, work in the gym, work from home and do what I can. We’ll just have to wait and see.”
Kane added on how he is coping in self-isolation away from his Tottenham team-mates: “I’m good. From a rehab point of view and personal point of view, I’m doing really well.
“I’m at a good stage now and just working hard, doing a lot of recovery, a lot of rehab and just waiting to see what happens to the season.
“Other than that, my family is well, and obviously everyone is thinking about coronavirus at the moment and it’s a time to be together, to stay safe and hopefully everything will be alright.”
Arsenal have reportedly launched a bid to sign Manchester United centre-back Chris Smalling.
The United defender has had a standout season on loan at Roma this season, helping the Series A side into the last 16 of the Europa League and to fifth place in the league.
The England international has been widely tipped to make his Roma switch permanent, but United now also have an offer on the table from the Gunners, according to Corriere dello Sport.
Roma were hoping to land Smalling for £20million but Ole Gunnar Solskjaer is hoping to secure £25million for the 30-year-old.
Arsenal have already signed young Saint-Etienne centre-back William Saliba, who is due to join the rest of the squad this summer, but Mikel Arteta wants to add more experience to his defence.
Along with Smalling, Leipzig’s Dayot Upamecano and Frankfurt’s Evan N’Dicka are also thought to be on Arteta’s radar.

Football Insider claim the Swiss international has been put on the market for £28million by director of football Michael Edwards as Jurgen Klopp looks to improve his squad.
The Reds paid just £13million to Stoke when they signed him in the summer of 2018, and after a good first season at Anfield, the 28-year-old has struggled for game time this term.
And Mills believes Liverpool will struggle to receive offers anywhere near the £28million they are hoping for.
“I cannot see it at that price,” Mills told Football Insider.
“They paid £13million for him two years ago. Has he got better? No.
“He has stayed about the same and got older.
“Teams will not want to pay more than double what they paid for him. It does not make any sense.

Arsenal and Liverpool target Dayot Upamecano has threatened to submit a transfer request to RB Leipzig if his £55million release clause is not met this summer, according to reports in Germany.
The 21-year-old has become one of Europe’s most sought-after defenders after a stunning season in the Bundesliga and the Gunners reportedly had a bid turned down last summer.
According to German news outlet Sportbild, Upamecano is desperate to take the step to the next level and is prepared to force through a move if his release clause – which decreases each season – is not met.

Le Français Jo-Wilfried Tsonga a créé la surprise vendredi au tournoi de Montréal, en battant le numéro 1 mondial Roger Federer en trois manches 7–6, 1–6, 7–6.Il se qualifie pour les demi-finales.
Jo-Wilfried Tsonga a une nouvelle fois fait profiter le public de sa petite danse jubilatoire et synonyme de victoire. Cette fois, il a dû sauter un peu plus haut, et rire un peu plus fort, car celui qu’il a vaincu n’est autre que le numéro 1 mondial Roger Federer.
En trois manches, et alors qu’il était mené 5 jeux à 1 dans la dernière manche, Tsonga est «revenu». Il a trouvé la force et le mental. Il ne s’est pas laissé abattre et a même réussi à gagner contre Federer, invaincu depuis le tournoi de Rome fin avril.
Tsonga est donc qualifié pour les demi-finales de ces Masters 1000 de Montréal, où il affrontera l’Ecossais Andy Murray qui s’est débarrassé du Russe Nikolay Davydenko. Et grâce à cette victoire sur le numéro 1 mondial, notre Jo national, n°7 mondial arrivera en toute confiance.
