U.S. Marines to go ahead with transfer to Guam in 2024, Okinawa Gov. Tamaki says

HAGATNA, GUAM – Okinawa Gov. Denny Tamaki said Friday that U.S. forces have told him the transfer of some of its marines from his prefecture to the U.S. Pacific territory of Guam can begin from around 2024.

The governor, who is visiting the territory, received a briefing on the timeline for the transfer after the U.S. military told Guam’s legislature that the realignment of U.S. forces will start sometime between October 2024 and March 2025 and be completed in about 18 months.

On Friday, Tamaki met Guam Gov. Lou Leon Guerrero and told her that the people of Okinawa shoulder excessive burdens by hosting U.S. bases and that in order to mitigate them it is imperative to ensure the transfer of U.S. bases outside Japan, including to Guam.

Leon Guerrero told Tamaki she understands the need to alleviate the burden on Okinawa and wants to accept the relocation of some U.S. Marine Corps personnel to Guam as soon as possible, Tamaki told reporters.

The realignment plan revised by Japan and the United States in 2012 stipulates that approximately 9,000 of the roughly 19,000 marines in Okinawa will be relocated outside Japan, to such places as Guam and Hawaii.

The plan also includes the relocation of the U.S. Marine Corps Air Station Futenma from the crowded city of Ginowan to the less densely populated Henoko district of Nago, also within Okinawa.

The move from Ginowan to the Henoko coastal area of Nago, which involves landfill work, has run into stiff opposition from residents and environmental groups, but the government of Prime Minister Shinzo Abe is pushing ahead.

Eden Hazard voted Europa League’s best player

Former Chelsea star Eden Hazard has been voted the best player in last season’s Europa League.

The Belgian was pivotal in the 4-1 final victory over Arsenal in Baku – scoring two and assisting another.

He edged out former team-mate Olivier Giroud in the voting for the Europa League honour, which was decided by a jury of coaches from the clubs in last season’s group stage and selected journalists.

Giroud was the tournament top scorer with 11 goals from his 14 appearances.

Hazard’s performance in the final was his swansong for Chelsea as he left for Real Madrid in the summer in a  £90million transfer.

Luka Jovic, another player who moved to Real in the summer was third in the voting. He scored twice for Eintracht Frankfurt against Chelsea in the semi-final.

Three other Chelsea players were included in the top 10. N’Golo Kante was sixth, Willian was eighth and Pedro finished ninth equal.

 

 

Europa draw: Man Utd face long trips; Arsenal grouped with Frankfurt

Manchester United face a couple of long-distance midweek trips after being drawn in a Europa League group with Astana of Kazakhstan, Partizan Belgrade and AZ Alkmaar.

Ole Gunnar Solskjaer’s team are set to play in Group L and their away clash with Astana will see United make a 6,000 mile round trip to Nur-Sultan.

Last season’s finalists Arsenal have been drawn against Eintracht Frankfurt, Standard Liege and Vitoria Guimaraes.

Frankfurt reached the semi-finals last term before being knocked out by Chelsea.

Wolves have been put in a group with Besiktas, Braga and Slovan Bratislava.

Scottish Champions Celtic will play Lazio, Rennes and Cluj – the Romanian club who knocked them out of Champions League qualifying.

Rangers, meanwhile, were placed with Porto, Young Boys and Feyenoord.

Celtic manager Neil Lennon welcomed the chance to avenge their Champions League defeat by Cluj, who won 4-3 at Celtic Park before losing to Slavia Prague in the play-offs.

Celtic have also faced Rennes already this season in a goalless friendly at Parkhead, while Lennon is looking forward to facing Lazio.

“It’s a great draw,” Lennon said. “There’s a couple of glamour games there and obviously a chance to maybe exact some sort of retribution to Cluj as well.”

Lennon added: “Rennes are a good side, they won the cup last season, which is no mean feat beating PSG in the final. They have some very talented, quick players.

“And of course Lazio is a great draw, very glamorous and a trip to Rome as well. That’s something everyone here will look forward to.”

Pellegrini: Wilshere ready to put injury problems behind him

Manuel Pellegrini believes midfielder Jack Wilshere has put his injury problems behind him as he battles for a regular place in the West Ham line-up.

The 27-year-old scored his first goal for 19 months as the Hammers eased into the third round of the Carabao Cup with a 2-0 win at Newport, and could feature against Norwich in the Premier League on Saturday.

Wilshere has not played for a full 90 minutes in over a year and has been plagued with injuries following his move across London from Arsenal in the summer of 2018.

West Ham manager Pellegrini insists the club will be cautious with Wilshere, saying: “He has worked hard and now he needs minutes and to play.

“We must be careful with him to force him to play every game because maybe he can return having some injuries.

“But he is working with intelligence and improving his performance.”

Pellegrini has a specific plan for Wilshere’s training and is giving him special attention one day of the week to manage his return.

On when the former England midfielder could be back to full strength, the Hammers boss said: “It depends.

“If he can continue playing and working every day I trust a lot in him, and soon.

“The way he works is different. You see when a player is 100 per cent confident that he has his head just in working and not thinking if he will be injured or not.”

Pellegrini added: “He had so many injuries during his career. Now seeing him, not only in the last game but from pre-season working every day without any fear that he can be injured again. That demonstrates what good a player he is.”

Michael Antonio will be assessed on Friday to see the extent of his hamstring injury after he was forced off seven minutes into the Carabao Cup match on Tuesday.

Javier Hernandez, who missed the last two matches, has been training after a knock to his knee and could return to face Daniel Farke’s side on Saturday.

After spending nearly 18 months on the sidelines, Winston Reid is only a few weeks away from a potential return to full fitness.

Trial run in Japan of anti-groping UV stamps sells out within an hour

Following a heated online debate on ways to combat groping and similar behaviors on trains, a name stamp-maker on Tuesday released a new product that can be applied to the offender’s hand — leaving the seal mark of an open palm to identify an assailant.

Developer Shachihata Inc., which makes easy-to-use pre-inked seals, hopes the product, priced at ¥2,500 before tax, will help deter the common problem on Japan’s crowded trains.

A limited trial run of 500 sets sold out in less than an hour after sales began at 1 p.m. Tuesday, company spokesman Hirofumi Mukai said.

The anti-groping stamp uses a special ink that only becomes visible under ultraviolet light, but not under sunlight or artificial light, according to the company. The black light that comes with the stamp can be used to illuminate the 9-millimeter stamped mark. The ink can be washed off.

Mukai said the product is designed primarily as a deterrent, to discourage anyone from groping. An accompanying strap can be attached to a bag to show those nearby that a person is carrying the stamp.

In May, a viral tweet about a school doctor who recommended pricking gropers using a safety pin generated mixed responses. Some said that would work as a deterrent, but others stated that the measure could be considered a crime. Shachihata then received a tweet suggesting the development of an anti-groping stamp. It was those discussions that propelled the company into action.

A tweet posted by the company on Tuesday said the launch of the product was “a small step” toward achieving a society where there are no sex crimes, including groping, and acts of violence.

“We will continue to consider ways for us to contribute to society,” the tweet said.

Yayoi Matsunaga, head of the Osaka-based organization Chikan Yokushi Katsudo Center (Groping Prevention Activities Center), said the same day that it was too early to judge whether or not the product can prevent groping but hailed Shachihata’s move as “very meaningful.”

The fact that a company released an anti-groping product “should have a big impact on society, which could lead to deterrence,” she added.

Following the trial sale, the company plans to revamp the product based on user feedback.

Walker and Dier dropped as AWB is named in England squad

Kyle Walker and Eric Dier have been dropped from the England squad as Aaron Wan-Bissaka comes in for the matches against Bulgaria and Kosovo.

The uncapped Tyrone Mings, Wan-Bissaka, Mason Mount and James Maddison have all received England call-ups as Gareth Southgate surprisingly left out right-back Walker.

Tottenham midfielder Harry Winks was recalled and Liverpool’s Alex Oxlade-Chamberlain was also named in the squad for European Championship qualifiers against Bulgaria and Kosovo, despite making just two starts since suffering a serious knee injury in April 2018.

Southgate has brought Kieran Trippier back into the fold after omitting him from the Nations League squad and there is a maiden call-up for Wan-Bissaka, leaving World Cup semi-finalist Walker conspicuous by his absence from the 25-man squad.

Fellow Manchester City defender John Stones, who has had a thigh problem, also missed out with Aston Villa defender Mings receiving his first call-up.

Chelsea playmaker Mount and Leicester’s Maddison have both previously been part of the senior squad and have been included for the upcoming qualifiers.

Barnes confident of giving Van Dijk ‘a run for his money’

Burnley striker Ashley Barnes is confident Ballon D’Or nominee Virgil Van Dijk will have ‘a tough game’ when they face off at Turf Moor on Saturday.

Barnes has four goals already this season, including a stunner in the 1-1 with Wolves last weekend.

The striker is not often talked about as one of the Premier League’s great strikers, but his tally of 13 goals since the turn of the year is only bettered by Sadio Mane (15) and Sergio Aguero (16).

Barnes’s Big Six record is remarkable. Of his 36 Premier League goals, a third of them have come against Manchester City, Arsenal, United, Spurs, Chelsea and Liverpool.

“If selected it is amazing to be up against the best, you want to play against the best and come out on top,” he said. “I have a good record against the top six so another goal would be lovely.

“I want to come off the pitch knowing that the centre half has had a run for their money and a tough game.

“I believe that I keep getting better each week and each day in training and hopefully that hard work will show in good performances.”

Barnes says he and his teammates know Liverpool pose a huge threat but they are confident they can cause the Champions League winners some problems.

He said: “We go into every game confident, the training is fantastic, the group of lads we have here is probably the best one since I have been here so we are striving and want to finish in the top half.

“We know they are a good side, we don’t need to watch them to know that. We know what they are capable of, but we will go and do our work and see what weaknesses we think we can capitalise on and we will try and do that.”

 

Sassuolo open talks with Chelsea over left-back loan deal

Serie A side Sassuolo are in talks with Chelsea to sign left-back Kenedy on loan for the season.

Chelsea boss Frank Lampard appears willing to let Kenedy leave Stamford Bridge with Marcos Alonso and Emerson his preferred options on the left flank.

Sassuolo require reinforcements after fellow Brazilian left-back Rogerio picked up an injury, reports Sky Italia.

It’s not clear how long Rogerio will be out of action so Sassuolo may look to take Kenedy on loan before the transfer deadline on September 2.

Chelsea have done business with Sassuolo before, who took winger Jeremie Boga initially on loan before activating their £2.7million purchase option.

23-year-old Kenedy has just returned from a loan spell at Newcastle, with whom he made 28 Premier League appearances, contributing on goal and one assist.

Newcastle were reportedly interest in the permanent signing of Kennedy but were put off by Chelsea’s inflated £30million asking price.

He was purchased by Chelsea from Fluminense for £7.2million in 2015, and has made just 14 Premier League appearances for the Blues.

Merson explains why Man Utd won’t finish in top four

Paul Merson has explained why Manchester United will not finish in the Premier League’s top four positions this campaign.

The Red Devils have had a mixed start to the season, hammering Chelsea 4-0 in their opening fixture before drawing at Wolves and losing at home to Crystal Palace over the weekend.

And it’s that loss at Old Trafford to Roy Hodgson’s men that Merson has picked out as the main example of why United won’t get into the top four this term.

“Manchester United’s opening-day win over Chelsea papered over the cracks,” Merson told Sky Sports.

“The second game at Wolves they were good in the first half. And then, on Saturday, they were Manchester United.

“You cannot lose at home to Crystal Palace. I’ve said all along that they won’t finish in the top four and I haven’t seen anything to suggest otherwise in the first three games of the season.”

 

Chinese presence in Africa looms over opening of TICAD development conference in Yokohama

The seventh meeting of the Tokyo International Conference on African Development is set to open in Yokohama on Wednesday amid an intensifying race between China and other countries to expand their presence in Africa’s rapidly growing economies.

Dozens of top African leaders are coming to Yokohama, but the Foreign Ministry has said it will not release the number of expected African guests coming to the three-day summit meeting. The reason: Tokyo is worried that some leaders may cancel their trip right before the summit because of direct or indirect pressure from China, a senior Foreign Ministry official said recently.

“You can’t tell how many leaders will come until TICAD starts,” the official said, speaking on condition of anonymity.

Tokyo’s concern highlights the intensifying race on the continent among many countries, including Japan, China and Russia, to expand their presence there.

The United Nations now predicts that the total population of Africa will hit 2.5 billion in 2050, meaning one in every four people in the world will be African.

In addition, from 2000 through 2017, African countries enjoyed relatively high real economic growth of 4.3 percent on average, which has prompted many Western firms to believe in the future potential of African economies.

“Africa is an important region both politically and economically. That perception is now shared” by top political and business leaders of the world, said Shinichi Takeuchi, professor and head of the African Studies Center at the Tokyo University of Foreign Studies.

“It’s certain that a huge market will be formed in Africa,” he said.

Over the past 10 years, China has emerged as a powerful political and economic player in Africa, already having surpassed Japan by far in terms of both government development assistance and private-sector investment.

Meanwhile, Russia is now set to organize a similar summit meeting with top African leaders in October.

Mitsugi Endo, a University of Tokyo professor and noted expert on African politics, said that Moscow appears to be trying to expand its clout in Africa while U.S. President Donald Trump remains totally indifferent toward African affairs.

Japan was a pioneer in organizing summit meetings of top African leaders — Tokyo kicked off TICAD in 1993, just as other developed countries greatly scaled down their official development assistance for African countries following the end of the Cold War.

At that time, Japan, which became the world’s No. 1 ODA donor in 1989, was trying to raise its political status in the international community, one of key reasons for Tokyo to launch TICAD at a time when many African countries were struggling from poverty and political instability.

Another key aim of Japan was to win African countries’ support for Tokyo’s bid to reform the United Nations and become a permanent member of the U.N. Security Council. The African continent has more than 50 countries, and winning their support is essential to realizing any major reform of the U.N. As such, TICAD has long been a key diplomatic tool for Japan to pursue that goal, experts say.

But for the most part the Foreign Ministry didn’t have clear strategic goals, said Endo, who has been often consulted by ministry officials about African affairs.

“At least until TICAD 3, which was held in Tokyo in 2003, I was asked (by ministry officials) how they should position Africa in their diplomatic policies. I didn’t feel they had any specific strategy on Africa,” Endo said.

Many Japanese businesses, too, were long indifferent about Africa, given their strong focus on the growing Asian market and shortsightedness toward African markets.

But that attitude appears to be finally changing, given the recent high economic and population growth.

As a result, TICAD has now been re-designed to become more business oriented than ever, Japanese officials said. A plenary meeting on Thursday will be attended by private-sector business leaders from both Japan and Africa for the first time.

This change represents a major departure from Japan’s original policy behind TICAD, which was mainly focused on ODA to be provided by Tokyo.

“It’s clear that TICAD has become more and more business-oriented over the past 10 years. Now the No. 1 agenda is how to bring Japanese private-sector businesses to Africa,” said Takeuchi of the Tokyo University of Foreign Studies.

However, it may be too late for Japanese firms to finally get serious about African business opportunities, given the massive presence of the Chinese government and businesses.

More than 3,700 Chinese firms have advanced into Africa and about 1 million Chinese people are now reportedly living on the continent. Meanwhile, only 800 Japanese firms have offices in Africa, with only 8,000 Japanese nationals living in Africa.

This huge, widening gap has prompted Tokyo to emphasize the quality, not quantity, of Japanese assistance to African countries, officials said. Tokyo is also focusing more on human resources development assistance, they added.
